Within the framework of the 16th INNOPROM International Industrial Exhibition, Aleksandr Petrov, Chairman of the Board of Directors of Medsintez Plant LLC and Chairman of the Committee for Entrepreneurship in Healthcare and Medical Industry of the Ural Chamber of Commerce and Industry, took part in two key events of the business program. At the Sverdlovsk Region stand, a panel discussion Balance of Control and Support: Practice of Confirming the Production of Russian Industrial Products was held, where Aleksandr Petrov presented the standpoint of industrial enterprises in relation to the review of applications under Decree of the Government of the Russian Federation No. 719.
In his speech, he drew attention to the high labor intensity and long duration of obtaining a certificate of Russian origin, especially for enterprises encountering this procedure rarely or for the first time. Among the main problems are the formation of an extensive package of internal documentation, the detailing of production chains with information on suppliers and components, as well as passing through multi-stage verification procedures with additional approvals. According to the speaker, such a documentary burden leads to the diversion of resources from core activities and reduces the operational efficiency of enterprises. Companies in high-tech industries feel these difficulties especially acutely because their production processes are characterized by notable complexity and multi-stage nature.
The discussion participants noted the need to increase procedural transparency and reduce document review periods. During the session, speeches were also delivered by Denis Frantsuzov, Vice President of the CCI of the Russian Federation, who reported on the strengthening of information support for enterprises, and Svetlana Okulova, Vice President of the Ural CCI, who spoke about the practical aspects of applying Decree No. 719.
The second event where Aleksandr Petrov spoke was the pitch session Development of the Medical and Pharmaceutical Industry in the Sverdlovsk Region. Innovation and Technological Sovereignty. In his capacity as Chairman of the Committee for Entrepreneurship in Healthcare and Medical Industry of the Ural CCI, he presented a report on the dialogue between medical science and industry as the foundation of a scientific and technological medical platform for ensuring Russia's technological sovereignty.

Aleksandr Petrov noted that the Ural CCI Committee, established in 2018, is now shifting its focus toward ensuring technological sovereignty in the field of medicine. He recalled that at the Committee meeting on June 17, which was attended by rectors of the country's leading medical universities, the creation of a scientific and technological platform in the healthcare sector was discussed. The reports highlighted that domestic university medical science has serious world-class developments: Samara State Medical University has created more than 50 endoprostheses, bioimplants, and rehabilitation training devices; Smolensk State Medical University possesses Europe's largest collection of microorganisms and is developing advanced diagnostic technologies; Ural State Medical University and Perm State Pharmaceutical Academy are conducting research and development in the field of bioengineered composite materials and new pharmaceutical substances.
However, as the speaker emphasized, the key problem for medical universities is the registration and commercialization of their own patented developments, which takes even successful enterprises up to 3–5 years. The Committee proposed a solution: allocating grants or subsidies for clinical trials and product registration of university patents for the creation of a specific technological platform based on the university, an interested industrial partner, and their joint production site. To sum up, Alexander Petrov said,«It is precisely this scheme and support measure that would work directly to create a viable mechanism for rapidly bringing the scientific and technological developments of university medical science to real production and the Russian medical market, forming a medical scientific and technological platform, and solving the task of ensuring the country's medical technological sovereignty.»
